You will be making a mess of the situation, if you attempt to tell your neighbor that you too wear panties. She would find this odd and think strangely of you.
Are you talking to this neighbour and her daughter? If not, then you should have normal conversation first and get to know her better. If you just went up to her and confessed about your fetish, it would look odd. What you can do is publicly dry out your panties on the same clothes line and pick it up at the same time that she does her panties. If you are friendly with her then you can say something like my panties are better than yours and then smile and hope that she responds.
Are you eyeing the mother or the daughter? You have to decide whom you want to impress and then work towards that.
By the way, there is no harm in wearing panties and it is your fetish and your life. Do not be bothered about what others have to say.

It will be too risky and this will put you in a trouble so better to stay away from them and do not let them know that you wear panties. You can tell them if you are sharing such a good bond with them but you have not told us anything like this so avoid it and control your feelings as it is an indecent behavior and decent guy does not do it. You can keep wearing panties as you like it but your habit should not give any trouble to anyone that is the bottom rule so follow it. You are not alone who wears panties but you would be surely alone if you let your neighbors know that you wear panties just to get fun.
